Supreme Court Announces Openings on No-Fault Standing Committee

The Supreme Court is seeking attorneys with experience in no-fault or insurance law to fill vacancies on the No-Fault Standing Committee. The Committee is responsible for monitoring administration of the no- fault arbitration process and for proposing rule changes to the Supreme Court. The Committee meets as needed.
Persons interested in becoming a member of the committee should send a letter of interest and a resume to Bridget Gernander, Clerk of the Appellate Courts, 25 Rev. Dr. Martin Luther King Jr. Blvd, St. Paul, MN, 55155. Questions can be directed to Kate Stifter at the American Arbitration Association at 612-332-6545 or firstname.lastname@example.org. The application deadline is Thursday, January 17, 2013.
I have a couple of questions about this.
First, how did this come about? And who is putting together this Committee. Is it Chief Justice Gildea?
Second, is this Committee going to be structured in the way the Legislature has mandated? Because that statute, in my opinion, violates separation of powers. I posted a blog about that statute not too long ago. I also blogged about making more areas of the law no-fault.
